16 December 1999: Government gives consent to 49 MW CHP station. Energy Minister Helen Liddell has today given the go ahead to EniChem UK Ltd and CHPA Member ScottishPower plc to build a 45 MW CHP power station at Hythe, Hampshire. Further information from the DTI press release site.
9 December 1999: DETR Consultation on Energy
Efficiency Measures under the Climate Change Levy. The DETR
have issued a consultation paper seeking views on which technologies might
qualify for the Government's proposed Capital Allowances Scheme, and also
for the proposed £50m 'energy efficiency fund'.

9 December 1999: Government gives consent to CHP station at Cantley Sugar Factory, Norfolk. Energy Minister Helen Liddell has today given the go ahead to CHPA Member British Sugar plc to build a 70 MW gas-fired CHP station at Cantley in Norfolk. Further information from the DTI press release site.

Environment Minister Michael Meacher's speech to the CHPA's 1999 conference

The Minister also announced the extension of a further 40MW of CHP to the
Aylesford Newsprint plant in Kent. Further details will be posted at National

25 November 1999: Liddell seeks a better deal for Greener Generators The Government will consult on ways to improve access to regional distribution networks for smaller generators. Helen Liddell, Minister for Energy and Competitiveness in Europe has launched proposals which are particularly relevant to renewable energy and CHP installations. CHPA's 1999 conference took place on Thursday 25 November 1999 at the QE II

4 November 1999: Government gives consent to 49 MW CHP station. Energy Minister Helen Liddell has today given the go ahead to CHPA Member Rolls-Royce Power Ventures Ltd to build a 49 MW gas-fired CHP station at Ansty, near Coventry. Further information from the DTI press release site. This latest approval brings the total amount of CHP granted consent since December 1997 to just under 1000 MW.
October 1999: Northern Ireland Partnership
Launch Major CHP Competition
An initiative led by Phoenix Natural Gas Ltd., along with the CHPA, the Northern
Ireland Housing Executive, the Energy Saving Trust, the NI Federation of Housing
Associations, NI Electricity, and the NI Department of Economic Development
have launched a competition for potential residential CHP projects with a
prize fund in excess of £100,000. For an official entry form contact:

October 1999: First International CHP
Conference, Washington DC, 1-2 February 2000.
The International Cogeneration Alliance (ICA),
together with the US CHPA, the US Department of Energy, US EPA and a number
of other organisations, are hosting a major conference entitled Combined
Heat and Power: Energy Solutions for the 21st Century. Further details

29 September 1999: CHP Gets Affordable
Warmth Boost.
Cost-cutting high efficiency CHP systems are set to get a boost from CHPA
member Transco's new £30 million Affordable Warmth Scheme launched
today by Deputy Prime Minister, John Prescott, and Trade and Industry Secretary,Stephen
Byers.

27 September 1999: Government gives consent to CHP station at Mersey Docks Liverpool. Energy Minister Helen Liddell has today given the go ahead to CHPA member Powergen CHP to build a 50 MWe CHP plant at Mersey Docks, Liverpool. 23 September 1999: CHP Programme to tackle
fuel poverty and cut carbon emissions launched.
The Residential CHP programme, designed to tackle fuel poverty and
cut carbon emissions was launched today by the Under Secretary of State for
Energy Efficiency, Lord Whitty.

6 September 1999: Stephen Byer's Launches
CHP target for the North East
Energy for a new Century, launched today by the Secretary
of State for Trade and Industry, The Rt. Hon Stephen Byers MP sets out a regional
CHP target of 1,259 MWe by 2010, a 40% increase in capacity. More details

17 August 1999: CHP and Absorption Cooling. The DETR have just issued Good Practice Guide 256, An Introduction to Absorption Cooling, which gives a comprehensive look at all issues related to absoprtion cooling, including the benefits that using CHP provides. August 1999: Latest data on CHP use in
UK published. The DTI have just published the 1999 Digest of UK
Energy Statistics (DUKES), their annual review of energy use in the UK. The
digest includes a chapter on CHP which states that over 3,900MWe of CHP capacity
was operating at the end of 1998 over 1,376 sites.

28 July 1999: Government gives consent
for construction of CHP plant at Sappi Paper Mill, Blackburn. Energy
Minister John Battle has today given the go-ahead to CHPA member Scottish
Power plc to construct a 60 MW gas-fired CHP plant at the Sappi paper mill,
Feniscowles, Blackburn, Lancashire. DTI press release.
July 1999: CHPA Members' Briefing on Power
Station Consents Policy. A meeting was held at the CHPA in July
with contributions from the DTI Energy Policy and Consents Team.
An explanatory note was produced outlining answers to some key questions put
forward by the Association's Members and is available on this website.
22 July 1999: Select Committee urges calls
for action on CHP. The Environment Audit Committee today
published the conclusions to their inquiry into Energy Efficiency. Further

19 July 1999: Select Committee urges Government to give 'fiscal boost to CHP' in the new Climate Change Levy. 15 July 1999: Southampton
City Council has (today) secured £5 million under the Government's Single
Regeneration Budget to bring the benefits of CHP and community heating to
a whole new area of the City. Further details on the following CHPA press

10 June 1999: The Climate Change Levy Debate - CHPA launches review of negotiated agreements. Press Release. Well-designed negotiated agreements lead to decisive action and can be an effective alternative to high levels of energy tax, according to a review of international practice on negotiated agreements launched by the Combined Heat and Power Association

June 1999: CIBSE. The CHP Panel of the Chartered Institute of Building Services Engineers (CIBSE) have established a website looking at issues related to CHP use in buildings. Further information.
June 1999: US CHPA. The newly formed US CHPA (see news story 1 December below) have recently released their first newsletter; additional information on the US CHP initiative can also be found at the US Office of Industrial Technologies.
June 1999: International Cogeneration Alliance. The ICA was formally established in September 1998 as an industry association working to promote cogeneration and localised power production. More information can be found at their new website www.localpower.org
14 June 1999: Opportunities for More District Energy in the UK. Planning and Regions Minister Richard Caborn provides the opening address to the 1999 Euroheat conference in Sheffield, highlighting the benefits of CHP and community heating. 27 May 1999: SSE POWERING LONDON'S ROYAL DOCKS. CHPA member Scottish and Southern Energy have secured two major deals to provide power to the Royal Docks development at the Docklands, London, including installation of a 10 MWe CHP plant. More details available from SSE's website.
14 May 1999: CLIMATE CHANGE LEVY – WILL UK MISS £600m CHP DIVIDEND? Press Release. Investment worth £3 billion to the UK economy, as well as a substantial contribution to the UK's target of a 20% cut in carbon emissions, will be forgone unless clear action is taken to exclude high efficiency Combined Heat and Power from the Government's proposed Climate Change Levy.

7 May 1999: Government gives consent to two CHP plant. Energy and Industry Minister John Battle has today given the go ahead to two further CHP plants. 19 April 1999: CHPA Member Volvo Aero Turbine's VT600 CHP System awarded Millennium Product Status. Trade and Industry Secretary, Stephen Byers, announced today that Volvo Aero Turbine's 600kW gas turbine is to be awarded Millennium Product status by the Design Council. 30 March 1999: John Battle launches Renewables Review document . 29 March 1999: Government Consent for extension to Slough Heat and Power's CHP station. The 11 MW extension will be fuelled by 80,000 tonnes per year of mainly processed waste paper, which is unsuitable for recycling More information can be found from the DTI press office site.
23 March 1999: CHPA Members ABB and Alstom announce the merger of their power generation businesses. The 50-50 joint company will be called ABB ALSTOM Power. Further information.
9 March 1999: CHPA Welcomes Next Stage of Government Action on Energy Taxes. CHPA response to the Chancellor's introduction of the Climate Change Levy. Further information.
9 March 1999: The Chancellor announces the introduction, from April 2001, of the new Climate Change Levy. The Levy follows from the recommendations made by Lord Marshall in his report on the role of economic instruments and the business use of energy. Further information. 26 February 1999: Minister sees CHP savings put to Work. The CHPA invite Energy Efficiency Minister Alan Meale MP to visit a high efficiency CHP plant powering Portland College in his Mansfield constituency. Further information.
16 February 1999: Tony Blair Switches onto CHP. Twenty-three government buildings that are connected to the revitalised Whitehall District Energy Scheme, are now getting the benefit of energy from a high efficiency Combined Heat and Power Scheme. Further information.
15 February 1999: Industry Welcomes Lead on Climate Friendly Technologies. Business leaders in the energy sector have today welcomed Robin Cook's plans to create an initiative designed to boost the application of technologies, which can help developing countries to respond effectively to the challenge of climate change. 28 January 1999: BP Energy Scores Double with CHP Deal at ECC International. CHPA member BP Energy and ECC International announce a 10 year contract for two further CHP schemes.
4 January 1999: CHPA member PowerGen announces the acquisition of Yorkshire CoGen Limited ('YCL') for £94.9 million in cash from Yorkshire Electricity Group plc. Further information.
