15 December 2000: Government consents CHP
at North Mersey Goods Yard.
Energy Minister Helen Liddell today gave the green light to CHPA Member Powergen
CHP to construct a 60 MWe CHP plant at the North Mersey Goods Yard, Port of

4 December 2000 : Climate Change and Business
Seminar
The CHPA and Trade Partners UK held a seminar at the CBI looking at a number
of issues surrounding November's COP VI meeting held in The Hague. Subjects
focused included progress on the Kyoto Flexible Mechanisms, the UK Emissions
Trading Group and the financial and legal implications of these programmes,
amongst many other issues. Most of the presentations given on the day are

14 November 2000 : UK Climate Change Programme
- "Holed below the waterline"?
Latest work carried out by Cambridge Econometrics and Forum to the Future
in their report, CHP to 2020:The Economic and Environmental Implications
of Exploiting the Potential of CHP estimates that the Government will
fall far short of their target of installing 10,000MWe of CHP by 2010. The
report estimates that as little as 6,600MWe will be attained. Further information

15 November 2000 :"backward step in
UK energy policy..."
Rt. Hon. Stephen Byers MP, Secretary of State for Trade and Industry, today
announced the lifting of the stricter gas power station consents policy. This
policy has been in place since December 1997 and since that time only high
efficiency CHP plants have been granted consent, in recognition of the significant

13 November 2000 :Government consents
475MW CHP
Energy Minister Helen Liddell today gave the green light to CHPA Member Conoco
Global Power Developments UK Ltd to build a 475 MW CHP station at South Killingholme,

2 November 2000 : Use of CHP in Horticulture
Horticulture is the fastest growing sector in the UK CHP industry, as the
carbon dioxide generated can be used to stimulate plant growth. European companies
have begun investing in CHP to take advantage of this technology to increase

19 October 2000 : Towards Kyoto - Will
the CHP target be achieved?
The CHPA is today launching a national consulation programme on a UK Strategy

4 October 2000 : Government gives consent
for extension to Pfizer Ltd's Combined Heat and Power Station
Energy Minister Helen Liddell today gave the greenlight to Pfizer Ltd to extend
its exisiting gas fired combined heat and power station at Sandwich, Kent.
The extension will more than double its power from 6.3 MW (megawatts) to 13.3

4 October 2000 : Government consents to
Combined Heat and Power Station at Reading, Berkshire
Energy Minister Helen Liddell today gave the go-ahead to Scottish Courage
Brewering Ltd to build a 60 MW gas-fired combined heat and power station at
Reading, Berkshire. The proposed station will supply the heat and electricity
needs of the Scottish Courage Berkshire Brewery at Reading. For further information

25 September 2000 : Government Consents
to Combined Heat and Power Station at ICI Runcorn, Cheshire
Energy Minister Helen Liddell today gave the green light for construction
of a 250 MW (megawatt) combined heat and power gas turbine power station at
the ICI Runcorn works, Cheshire. Further information is available from the

22 September 2000 : Combined Heat and Power
Plant at Bridgewater Paper officially opened
CHPA members Innogy Cogen have just officially opened their new 58 MWe Combined
Heat and Power plant at Bridgewater Paper in Ellesmere Port. The plant began
operations at midnight on 31 May and will supply all of the energy requirements
to the mill under a 15 year energy supply contract. For further details visit

6 September 2000: Cogens CHP plant at Esso
Fawley officially opens
Innogy Cogen have officially opened their 135 MW electrical and 234 MW thermal
combined heat and power (CHP) plant at Esso's Fawley Refinery. Innogy's Executive
Chairman, Ross Sayers, speaking in front of 90 guests after the opening, praised
the work of the project team in completing the job safely and on time. The
plant cost £60 million to build and offers significant benefits, being two
times as efficient as a conventional power station. For further information,

2 September 2000: Answer to home electricity
generation harks back to the past Householders could one day be
producing as much electricity as all the country's nuclear power stations
combined, thanks to the revolutionary application of a device developed in
the early 19th century. A new version of the device, the Stirling engine,
is set to turn ordinary domestic gas boilers into miniature power stations,
generating electricity whenever you switch on the central heating or hot water.

CHP Quality Assurance (QA) Briefings
The Association have organised a series of free briefings covering
the latest issues around the CCL and the new CHPQA programme. There are two
confirmed additional dates :

- Wednesday 20 September: Clandeboye Lodge Hotel, Bangor, N. Ireland
These are all day events with representations from industry and ETSU alongside

August 2000: CHPQA Standard Published
The CHPQA Standard follows the Government's consultation response issued on
4 July, but a number of changes have been made to simplify the terminology
used. This is intended to make the understanding and application of CHPQA

The draft versions of CHPQA Guidance Notes and Self Assessment Forms are also
now available.
August 2000: The Electric Revolution
The evolution of the power generation market into a full competition arena
is changing the face of the industry. Due to massive investment, consumers
will increasingly see the benefits, including falling prices and improved
services. The Economist have published a detailed article suggesting micropower
as one of the strongest options, offering substantial advantages over old-fashioned
power stations, in terms of efficiency, reliability, environmental friendliness

31 July 2000: OFGEM launches Environmental
Action Plan
Initial proposals for an Environmental Action Plan which will bring together
for the first time all the environmental issues that need to be addressed
by energy regulator Ofgem are launched for consultation today. A section on
CHP is included.

August 2000: Focus on CHP
The latest issue of the DETR magazine Energy and Environment Management includes
a special Focus section devoted to CHP. Ten articles cover recent issues such
as the CHPQA, CHP policy, case studies of CHP projects and articles from CHPA
members Scottish and Southern Energy and also Merz Orchard. Copies are available
free of charge from the CHPA, but please send a stamp addressed envelope to

31 July 2000: CHP Statistics for the UK
The DTI have published the latest data on CHP use across the UK. The latest
issue of the Digest for UK Energy Statistics (DUKES) reveals that the
UK CHP market experienced a growth of 9 per cent over the 1999 calendar year
with a net increase in CHP capacity of 354 MWe to a total of 4239MWe as at
the end of 1999.
The CHP chapter also states that the Government target of 5000MWe, intended
to be achieved by the end of this year, will now be reached by the middle
of 2001.

26 July 2000: New Carbon Trust launched
A £140m boost for business investment in low carbon technologies, helping
to tackle climate change, will be kick-started by the extra resources for
a cleaner environment set out by Environment Minister Michael Meacher today.

25 July 2000: CHP and Enhanced Capital
Allowances Eligibility Criteria
The DETR have just released information on the eligibility criteria for the
Enhanced Capital Allowances (ECA) programme which is being introduced for
energy efficient technologies, which includes CHP, from April 2001. The ECAs
offer 100 per cent first year allowance compared to the normal capital allowance
of 25 per cent.

June 2000: CHP Business Rates
The Association's Business Rates advisors, GVA Grimley, recently gave a presentation
to Members with regard to the new rates regime and its impact upon Combined

20 June 2000: CHP Debate in House of Commons
Gareth Thomas, MP for Harrow West, adjournment debate was held today in the
House of Commons, covering a wide range of issues relating to CHP. A fully

June 2000: CHPQA - Passport to Climate
Change Levy Benefits
A one day seminar, supported by the DETR and CHPA, to introduce and provide
practical examples of the new CHP Quality Assessment Programme, which is to
be introduced shortly. The CHPQA procedure will help determine a 'Good Quality'
factor for CHP which will in turn lead to exemption from the Climate Change
Levy for all fuel input.
The Seminar is to take place on Friday 7 July at the Institute of Mechanical
Engineers,
1 Birdcage Walk, London. CHPA Members have a reduced entrance rate of
£140, compared with the full £180 charge.

16 June 2000: Royal Commission calls for
Transformation in the UK's use of Energy
The Royal Commision on Environmental Pollution have today published
their 3 - year study, Energy - the Changing Climate, looking at the
UK's present energy mix and possible scenarios to 2050 and their related effect
on Greehouse Gas emissions. Included amongst its recommendations the Royal
Commission specifically calls on the Government to develop a comprehensive
strategy for the supply of heat, not just electricity and utilise CHP plant
to meet the needs of local heating markets. A full copy of the 300 page report

15 June 2000: Clearance to build a 180MWe
gas-fired power station at Avonmouth.
Energy Minister Helen Liddell announced that she will not raise energy policy
objections to a proposal by CHPA Member Northern Electric Generation Ltd to
construct a 180 MW gas-fired CHP station at Avonmouth supplying the heat and
electricity needs of nearby Sevalco works.

June 2000: PRASEG 2000 Conference
The Parliamentary Renewable and Sustainable Energy Group (PRASEG) is holding
its annual conference entitled A Sustainable Energy Future on Thursday
6 July at Church House, Westminster.
Confirmed to speak on day are Environment Minister Rt. Hon Michael Meacher,
Director General of the DTI Energy section, Anna Walker and EC Director of
New Energies, Gunther Hanreich, amongst a number of other high level speakers.

8 June 2000: $100m CHP Investment
ABB has won a US$100-million order from CHPA Member Scottish and Southern
Energy, for ten combined heat and power (CHP) plants. ABB will build the CHP
plants over the next 1 1/2 years throughout the UK, several of which will
be used in greenhouse applications, and operate and maintain them for 17 years.

June 2000: CHP Quality Assessment Website
The DETR's Energy Effiency Best Practice Programme has just launched a new
CHP QA website at www.chpqa.com.
7 June 2000: Government gives consent to
3 CHP stations.
Energy Minister Helen Liddell has today given approval under Section 14 of
the 1976 Energy Act to CHP projects at the following sites:
- 49MWe scheme at Tullis Russell Papermaking in Fife
- 13MWe scheme at Alcan Chemicals Europe also in Fife
- 24MWe scheme at Huntsman Tioxide in Grimsby.
The former two are to be built by CHPA Member Scottish Power plc.

May 2000: New US Distributed Power Program
web site
The US Department of Energy have recently launched a website highlighting
the work of their Distributed Power Program, more commonly know here in the
UK as 'embedded generation'. Combined Heat and Power is one of the many technologies
the Program looks into. The site has an excellent series of links and also
DOE's National Renewable Energy Laboratory's new report, Making Connections,
is fully available as a downloadable document. The site is based at www.eren.doe.gov/distributedpower.
23 May 2000: National Power Cogen and Huntsman
Dioxide annouce CHP deal
CHPA member National Power Cogen and Huntsman Tioxide have signed an Energy
Supply Agreement for the supply of electricity and steam to Huntsman Tioxide's
chemical works at Grimsby, North East Lincolnshire. The deal involves the
replacement of existing utility plant and the construction of a new dedicated
combined heat and power (CHP) plant to meet all the energy requirements of
the Grimsby works. Further details are available from National

17 May 2000: CHPClub Launch
A CHP Club to help new and potential users of Combined Heat and Power was
launched today by Environment Minister Michael Meacher. The CHP Club, a new
initiative under the DETR's Energy Efficiency Best Practice Programme will
particularly target new and potential CHP users as well as helping existing
users to extend their schemes.
A full range of services and information can be found by registering at the

Additionally, Michael Meacher announced a number of key decisions on the CHP
Quality Assurance Programme. The full text of the Minister's speech along
with details of the QA decisions (a full consultation response will be issued

2 May 2000: New high efficiency CHP plant
opened at Eli Lilly
A new 3.6 MWe CHP project, built and operated by CHPA member Scottish and
Southern Energy (SSE) for pharmaceutical company Eli Lilly, was given its
official 'switch on' today. Speaking at the launch was CHPA Chairman and SSE
Energy Trading Director David Sigsworth. Further details of the scheme are

17 April 2000: Secretary of State for Trade
and Industry's statement on Energy Policy
Restrictions on the building of new gas fired power stations will be lifted
in October, once new electricity trading arrangements come into effect. In
Stephen Byers announcement on Energy Policy today he confirmed that once the
Government's Stricter Consents Policy is removed, the Government will expect
developers to be able to show that they have explored opportunities to use
CHP.

12 April 2000: Consultation on Energy Efficiency
measures under the Climate Change Levy Package: Response
The DETR today have published their response to the Consultation on the Climate
Change Levy Package. The initiatives comprise a £50m fund created from Climate
Change Levy reciepts to fund energy saving measures, along with a programme
estimated to be around £100m for Enhanced Capital Allowances (ECAs) to help
encourage the take-up of a number of energy efficient technologies. Proposals
for the greater use of CHP are included in both intiatives. The
Response is available on the DETR website. The final decisions on the
use of the CCL fund will be made in the 2000 Spending Review, expected in
July 2000, and the finalised list of technologies that qualify for the ECA
programme is expected to be released around the time of the Chancellor's Pre-Budget
statement, sometime in November 2000.
4 April 2000: New Viridian 7MWe CHP plant
CHPA member Viridian Power Resources Ltd is to build and operate a new CHP
plant for paper product manufacturer Sonoco Board Mills, based near Halifax
in Yorkshire. Construction is expected to start within the next few months
and take 14 months to complete. Further details are available from Virdian's

April 2000: CHP - Climate Change Levy Update
The Scottish Energy Office is holding a briefing on developments surrounding
the Climate Change Levy and the prospects it holds for energy users to use
CHP. The Briefing is to be held on Friday 14 April 2000 at the Glasgow Marriott
Hotel from 10am until lunch. Subjects to be discussed include CHP developments
in Scotland, the Government's forthcoming CHP Strategy, the CHP Quality
Assurance Programme and the Enhanced Capital Allowances Scheme.

13 March 2000: Micro-CHP and Community
Heating stories in the Press.
The
Times has just covered the Deputy Prime Minister's visit to the Greenwich
Millennium Village, a new type of "eco-friendly housing" scheme, seven of
which are planned, powered by CHP, and a recent Daily
Telegraph story highlighted the role householders could play in reducing
carbon emissions in the next few years with the use of high efficiency micro-CHP.
9 March 2000: Government's Climate Change Draft Strategy Launched.
The Government have launched today their document outlining plans to achieve
reductions in carbon emissions over the Kyoto Protocol period and beyond.

A second report was also issued on the derivation
of the carbon figures used for the Strategy document.
The Strategy highlights once again the key role CHP plays in helping the UK
to achieve its emission reduction targets. It also announces that a CHP
Strategy for the UK will shortly be issued for consultation seeking ways
to reach the Government's target of 10,000 MWe of installed CHP by 2010.
Additionally, Energy Projections for the UK: A Working Paper was issued
by the DTI, building on the last paper the Government issued on energy projections

March 2000: Fuel Cells - Cogeneration
and CHP Seminar
The Insititute of Chemical Engineers (ICE) is holding a free half day seminar
(3pm to 8.30pm) on 6 April 2000 giving an overview of domestic fuel
cells, looking at current designs, demonstrations and discussions of future
technologies. Presentations will be made from CHPA Members Citigen and BG
Tecnology, along with representatives from Imperial College, Keele University
and The Open University.

March 2000: CHP Sizer software for Hospitals
and Hotels
The Energy Efficiency Best Practice Programme (EEBPP) together with CHPA Member
Transco have produced software to assist with a preliminary evaluation of
the suitability of CHP for new and existing Hospitals and Hotels. This software
is the first in a series which will eventually cover a number of other sectors
where CHP is effective. Copies of the CD ROM can be obtained by calling the

3 March 2000: TXU Europe acquires Dutch
Combined Heat and Power Company
Energy company TXU Europe today completed its £4.5 million acquisition of
Dutch combined heat and power company, Nedalo BV, including the 25% of subsidiary

February 2000: 'Managing the Future Growth
of Cogeneration in Europe'
IBC and Cogen Europe have organised a two day Conference on the 22 - 24
May 2000 in Berlin looking at the new political, legal, tax, financial,
commercial and environmental developments impacting upon the sustainable development
of cogeneration at the European and National level. Further information from

February 2000: CIBSE small scale CHP applications
Manual
The Chartered Institute of Building Services' Engineers (CIBSE) published
(in late 1999) a manual providing comprehensive details on the use of CHP
in buildings and is intended to be read by anyone concerned with energy matters
in buildings; building services engineers, energy efficiency officers, energy

22 February 2000: Government gives consent
to CHP station at Irvine, Ayrshire.
Energy Minister Helen Liddell has today given the go ahead to SmithKline Beecham
Pharmaceuticals and Scottish Power plc to build a 45 MW gas-fired combined
heat and power station at Irvine, Ayrshire. Further information from the DTI

18 February 2000: ABB ALSTOM Power wins
UK order for Combined Heat and Power Plant.
CHPA Member ABB ALSTOM Power has won an order to build a 53MW turnkey combined
heat and power plant for PowerGen CHP in the UK. It's the first UK order for
the new, high efficiency GTX100 gas turbine The plant will be located at the

8 February 2000: New Capstone powered MicroTurbine
wins Innovation Award.
The new MicroTurbine developed by CHPA members BG Technology and Capstone
Turbines of the USA won the 'Most Innovative Product Award' at the United
Kingdom's premier horticultural event, the international HortEx exhibition.
Additionally, this scheme at WJ Findon and Sons was awarded a badging grant
under the CHPA Agency's Small Scale CHP programme. For further details go

February 2000: The Utilities Bill.
Following a consultation process lasting over two years, the Government published
its Utilities
Bill on 21 January 2000. The second
reading took place on 31 January. Covering the energy, telecommunications
and water industries, the Bill aims to modernise the framework for utility
regulation. It allows the Secretary of State to issue guidance on social and
environmental objectives to the regulatory authorities, establishes consumer
councils with wider powers, and provides for monetary penalties on utilities
in breach of licence conditions.
The Bill has important implications for the growth of both CHP and renewables
over the next decade, a timeframe for which the Government has set targets
for both technologies.
Additionally, the Draft Statutory Social and Environmental Guidance to the
Regulator has been published by the DTI. This can be obtained from the DTI

3 February 2000: £140 Million Investment
Brings New Energy to Essex.
Thameside Energy Park Ltd, a joint venture involving CHPA Member IVO Energy
Ltd., is proposing to construct a high-efficiency 215 MWe CHP plant in Purfleet,
Essex, which will supply reduced-cost electricity and steam to nearby businesses.

January 2000: Embedded Generation and the Network
- A conference
Organised by ETSU on behalf of the DTI and with support from the CHPA and
AEP (Association of Electricity Producers) a one-day conference is to be held
on 27 January 2000 on ways to promote access for small generators and help
resolve any barriers that might hinder connection and a fair price to electricity.
The event will be held at the Stakis Hotel, NEC, Birmingham. Contact Sheena

January 2000: CHP Quality Assurance Consultation Paper. The DETR have recently issued a Consultation Paper entitled CHP QA: A Quality Assuarance Programme for Combined Heat and Power. This paper follows on from a technical paper issued at the time of the pre-Budget report (9 November 1999) and the Chancellor's statement that 'good quality' CHP plant would be exempt from the Climate Change Levy. This consultation paper is available from the DETR energy efficiency website. The deadline for responses is 29 February 2000. January 2000: DETR Consultation on Energy
Efficiency Measures under the Climate Change Levy. The DETR have
issued a consultation paper seeking views on which technologies might qualify
for the Government's proposed Capital Allowances Scheme, and also for the
proposed £50m 'energy efficiency fund'.

January 2000: Kvaerner signs agreement
to sell thermal power activities
CHPA member Kvaerner has recently announced that it has signed agreements
with General Electric for the sale of the larger part of Kvaerner's thermal
