December 2003: Transco 7GWe prediction
for CHP by 2010
The annual assessment of future demand and supply of gas, just published by
Transco's parent National Grid Transco, contains key assumptions including
the expectation that the renewables target will be over 33 per cent short,
while the performance of the Combined Heat and Power (CHP) sector will be

5 December 2003: Cogen Directive Update
The Parliament's Industry Committee has refused to bow to pressure from the
Council and the Commission, sticking to its initial position on the Cogeneration
Directive. The possibility of a conciliation procedure looms ever closer.

24 November 2003 - Government Proposes
Changes to 28-day Rule
The Goverment have announced a pilot scheme today with new rules which will
allow customers to choose a longer contract, and in return receive energy
efficient products and services from their supplier, such as MicroCHP and
also CHP with Community Heating. Ofgem will carry out formal consultations
on the necessary supply licence changes in December 2003, with a view to the

13 November 2003: CHPA National Conference
CHPA's 2003 National Conference took place on Thursday 13 November at the
Horticultural Halls in London The Association's National Conference is
the lead annual event for the UK CHP industry and this year the Conference
took as its theme 'A Commitment to CHP'. The event focused on
some of the most critical issues facing the CHP industry today and also looked
to the longer term, particularly the aspirations Government have laid out
in this year's Energy White Paper and how the Government can finally deliver
an effective national CHP Strategy which will prove their future commitment
to CHP.

13 November 2003: Six-Million Pound Boost
for Energy-Saving Heating
Energy-efficient schemes which will heat homes, hospitals, schools and other
public buildings received a £6million boost from the government today.

12 November 2003: Modelling good quality
Combined Heat and Power capacity in the UK to 2010 - Revised projections
DTI have published a revised report by Cambridge Econometrics on projections
for future CHP uptake in the UK. This updates work undertaken and published
at the time of the release of the Government's Draft CHP Stratgy in May 2002,
and will inform Government on their forthcoming CHP Strategy, expected to
be finalised in March 2004. The report can be downloaded from the DTI website
6 November 2003: Newcastle Royal Victoria Infirmary installs CHP
CHPA Member Dalkia welcomed Melanie Johnson MP, Parliamentary Under Secretary
of State for Public Health, as she officially opened the new Energy Centre
that serves the Royal Victoria Infirmary in Newcastle upon Tyne, which includes

The Community Energy Programme have launched a new Financing Guide designed
to help managers of potential community heating schemes and consultants assessing
schemes to develop a sound economic and funding case. The document, along

commissioned the University of East Anglia to undertake research into UK consumers'
attitudes towards energy and energy efficiency, a key plank of energy policy

future
Ofgem has published a new fact sheet on its responsibilities for delivering
a number of schemes for government to help promote renewable energy, CHP and
energy efficiency. As well as summarising each of the main schemes that it
is involved with, it also gives contact details for officials working in the

September 2003: First EUETS Consultation
paper released
DEFRA and DTI have jointly launched the first of a series of consultations
on the EU ETS. This consultation document seeks views by October 2nd 2003
on how shares of the total sum of allowances should be allocated to installations

September 2003: DTI Renewables Innovation
Review
The DTI has started to look at how best the Government can support innovation
in the new and renewable energy industry. To assist the DTI, a report from
ICCEPT/E4Tech
was commissioned on how innovation systems in the UK work for six new and
renewable energy sectors, which takes a systems approach and the innovation
process is analysed for wind (onshore and offshore), marine (wave and tidal
stream), solar PV, Biomass, hydrogen from renewables, district and micro-CHP.

September 2003: Energy & Emissions Projections
The DTI have published "illustrative projections results from initial July
2003 run" of energy and emissions projections, and utilises a capacity
of only 8GWe of CHP in 2010. This is the first of the work to fully update
Energy Paper 68 and is available to download from the DTI website

The Sustainable Energy Policy Network (SEPN) have published a series of milestones
to move towards achieving the Government's CHP target. These can be viewed

ILEX Energy were recently commissioned by working group 1 of the DTI/OFGEM
Distributed
Generation Coordination Group (DGCG) to assess CHP market developments
since the May 2002 Cambridge Econometrics (CE) study (which was published

August 2003: DUKES shows Government failing
to achieve CHP target
The latest release of the Government's Digest of UK Energy Statistics (DUKES)
2003, shows, for the first time, a drop in the year on year capacity growth

25 June 2003: CHPQA Secretary of State
Certificates still to be claimed
There are currently 85 schemes which have CHPQA certificates for their 2002
output but have yet to ask for their Secretary of State certificate to be
maintained/updated. DEFRA will be contacting these scheme operators over the
next day or so.
21 May 2003: Community heating hots up
A total of £6.7 million in funding for community heating schemes will benefit
11 communities, under the Government's Community Energy programme it was announced
today. This brings to £15.6M given in support in Financial Year 2002/3. Full

15 April 2003: Ofgem stimulates more competition
Ofgem today announced that they expect there to be more competition in the

April 2003: Small CHP field trials announced
The Low Carbon Innovation Programme, a Carbon Trust initiative, is to undertake
field trials of small CHP (maximum capacity threshold of 25kWe). The trials,
which are subject to the OJEC rules, are due to begin in the latter part of

3 April 2003: £18 million of government
support for green power plants
The Energy Minister, Brian Wilson, today announced £18 million of grant
support for green power plants. Funding released from the Government's Bioenergy
Capital Grants Scheme is to support biomass fuelled power projects in Staffordshire,

3 April 2003: £2 million grant award
for green power in Northern Ireland
The Energy Minister, Brian Wilson, today announced Government support for
a timber company to build a green heat and power plant. Balcas Limited has
been awarded £2 million from the DTI's Bioenergy Capital Grants Scheme
to construct a combined heat and power generator for their sawmill in Enniskillen.

in SE Asia outlined by COGEN 3
As part of the Cogen Europe Annual Conference, there will be a presentation
from COGEN 3 outlining the opportunities for CHP in south-east Asia, with
particular reference to 100 projects that have already been identified. For

March 2003: Climate Change Levy exemption
approved
The Government confirmed that the Climate Change Levy exemption applied to
good quality CHP will come into force on 1 April. For full details of the

March 2003: Ofgem requests network active
management in open letter to DNO's
Ofgem have sent an open letter to the Chief Executives of all Distributed
Network Operators, outlining that these networks must be more actively managed
and controlled - this is deemed necessary as the capacity of distributed generation

20 March 2003: Aberdeen to benefit from
CHP and district energy
A pioneering scheme taking place in Aberdeen which will provide CHP generated
electricity and heat to tower block accomodation has been approved. The scheme,
with support from the Scottish Executive in the form of a Community Energy
programme grant, is part of an initiative to provide energy services in Aberdeen

12 March 2003: WWF outlines possible problems
with EU Climate Directive
The WWF has suggested that legislation underlying the EU Climate Directive
may contribute to the increase of greenhouse gas emissions, due to the lobbying
efforts of industry groups. These amendments would not safeguard the acceptable
standards of cogeneration, which could lead to increasing emissions. For full

12 March 2003: DTI Gives consent to expansion
of Hythe CHP
The Energy Minister, Brian Wilson, gave permission for the Polimeri CHP plant

4 March 2003: OFREG publish new guidelines
outlining steps to increase competition
Northern Ireland's Electricity Regulator today outlined steps to increasing
competition in Northern Ireland's electricity market. Great emphasis was put
upon the fact that green electricity generation such as combined heat and

25 February 2003: DTI provide £5m for biomass
CHP
The DTI has today awarded a grant of £5m for the installation of a wood-fired
CHP generator at paper manufacturer Arjo Wiggins in Fort William. The money
has been allocated for the project from the Department for Trade and Industry's

24 February 2003: Energy White Paper
The Government's long-awaited Energy White Paper has been published today.

5 February 2003 : Results of latest round
of Community Energy Programme announced
The Energy Saving Trust today announced the successful applicants to the latest
round of the Government's Community Energy Programme. The range of organisations
benefiting from the support, from NHS Health Trusts to mixed usage schemes
incorporating civic buildings and residential properties illustrates the impact
that the programme is beginning to have across the public sector. For full

January 2003: CIBSE CHP Course
CIBSE are hosting a one-day workshop covering the concepts behind CHP in buildings

January 2003 : Community Heating Training
Courses
Two day accredited training courses are being held in London, Manchester and
Edinburgh in February and March covering Community Heating projects and CHP.
This training course is run by BRE’s Sustainable Energy Centre (BRESEC) as

of Buildings Directive published
The EU Energy Performance of Buildings Directive was published today in the
European Journal. The Directive provides a significant and realistic opportunity

December 2002 : CHP Commitment Report
The CHPA have recently published a report undertaken by consultant's Campbell
Carr looking at the prospects and costs associated with establishing a CHP
Commitment, a mechanism outlined in the Utilities Act 2000. The whole report,
