Today’s Government Planning Policy Statement “puts district heating on the map

Every council will have to consider planning local district heating schemes, following today’s Planning Policy Statement Planning for a Low Carbon Future in a Changing Climate, according to the CHPA (Combined Heat and Power Association). The new Planning Policy Statement 1 from the Government was welcomed by the CHPA as setting out a clear steer to local planning authorities to present an evidence base for their local plan documents, which should include an assessment of their area for decentralised energy, including district heating networks.

10 March 2010: National Heatmap Lauched
AEA have developed a new heat map for the UK on behalf of DECC. DECC's new UK heat map can found here. The update based on "Google Maps" technology appears to be a significant improvement on the former "Industrial Heat Maps" website. New features include:

• Searches carried out visually, by post district code or eastings and northings,
• Post district code zoom,
• Enhanced resolution, heat demand information down to a resolution of 1km sq.
• Multiple heat demand overlays, overlays showing heat demand by large industry, small industry, warehousing, domestic, commercial, public and education sectors.
• Database driven search results, searches carried out on the map, via postcode, or Eastings and Northings return the heat demand breakdown by sector within the specified search area.
• Search sharing, searches can be shared using a bespoke linking system which means your colleagues can review the original search.
• Downloadable search results, search results can be downloaded in an excel friendly format.

05 January 2010: Action on FiT needed Now
The Deputy Director of the CHPA, Ian Manders, has written to the Guardian Newspaper highlighting that the UK leads the world in the design and development of micro-CHP units. However, the government is risking seeing investment, jobs and manufacturing go abroad, to where micro-CHP already receives considerable financial support, such as in the Netherlands and Germany.

The Combined Heat and Power Association, the Heating and Hotwater Industry Council and the Micropower Council have jointly written to Lord Hunt, the energy minister, to urgently seeking confirmation that micro-CHP will be treated in the FIT as previously indicated by government ministers in parliament. All three organisations are urging the Government for support from the Feed in Tariff (FIT) for micro-CHP at 15p per kilowatt hour could mean a saving of up to 10 million tonnes of CO2 per annum from Britain's buildings by 2020.

£100m green funding a further boost for London’s decentralised energy revolution
The Mayor of London, Boris Johnson, today announced that he has secured a £100m green funding boost. The joint funding will support investment in decentralised energy, recycling and waste energy creation projects.

CHPA EVENT: Friday 20th November 2009: Cutting cost and carbon emissions – How to adopt CHP across the public estate
Thistle Hotel, Marble Arch, London W1H 7EH

The Combined Heat and Power Association is organising a free one day seminar for public sector professionals covering the benefits and practicalities involved in uptake of CHP, district heating and trigeneration.

Fuel costs of buildings are now a significant part of local authority expenditure and many councils are now facing annual bills of well over £1 million. In addition, many public sector organisations will be required to comply with the government’s CRC Energy Efficiency Scheme - which will come into effect in 2010 – or face financial penalties. Some have also signed up to the 10:10 commitment for reducing emissions next year. CHP is a proven technology and an energy efficiency ‘Quick Win’ ideally suited to many public sector properties. Find out more and cut your energy bills and carbon emissions now!

This event will:
• Give a brief overview of CHP, district heating and trigeneration technology
• Explain how CHP can help meet Carbon Reduction Commitment (CRC) obligations
• Explore existing case studies across the public sector
• Include practical exercises to help you explore the potential for CHP in your organisation
• Feature a tour of the Thistle hotel boiler room to look at a CHP plant in action

CHPA applaud London Mayor’s continued commitment to low carbon, low cost decentralised energy
The Mayor of London, Boris Johnson, today outlined a range of initiatives to drive an energy revolution across London, the details of which are warmly welcomed by the Combined Heat and Power Association. The measures announced – developed in partnership with the London Development Agency (LDA), London First and London Councils – build on the impressive achievements already secured in bringing the benefits of local energy generation to the capital.

25 September 2009: RWE npower Renewables Signs Biomass Plant Deal
A new state-of-the-art biomass facility has moved a step closer to reality with the signing of a multi-million pound deal. RWE npower renewables has concluded a contract with papermaker Tullis Russell to supply its paper mill at Markinch, Fife with heat and electricity from a new biomass-fuelled co-generation plant. The plant will have an installed capacity of 50 megawatts (MW) and will replace the existing coal-fired power plant at Tullis Russell.

Graham Meeks, Director of the CHPA, commented: “The biomass CHP plant will enhance the competitive edge of a leading Scottish business for decades to come. As climate change and security of supply pressures force up costs, projects like this will be crucial if British industry is going to be able to compete internationally in years to come."

“Effective and enduring incentives for renewable CHP have made the development of this plant possible, helping employ our precious renewable resources in the most effective way. Stable support under the Renewables Obligation will help to make sure this is the first of many such projects.”
